Special Stitch:
Shallow Post Stitch: Insert hook from back to front to back just underneath the V at the top of the next st, yo, pull up a loop, yo, pull through 2 loops on hook. This is similar to a back post double crochet, but work under the v of the stitch instead of around the post.

Rnd 1: Ch 3, 10 dc in 3rd ch from hook (skipped chs do not count as a st), join in first dc with a sl st. (10 sts)
Rnd 2: Ch 2 (does not count as a st here and throughout), 2 dc in each st around, join in first dc with a sl st. (20 sts)
Rnd 3: Ch 2, 2 dc in first st, dc in next st, *2 dc in next st, dc in next st, repeat from * around, join in first dc with a sl st. (30 sts)
Rnd 4: Ch 2, 2 dc in first st, dc in next 2 sts, *2 dc in next st, dc in next 2 sts, repeat from * around, join in first dc with a sl st. (40 sts)
Rnd 5: Ch 2, shallow post st in each st around, join in first st with a sl st.
Rnd 6-10: Ch 2, dc in each st around, join in first dc with a sl st.

Work Shallow Back Post Stitch
I can’t seem to get row 11 to work out at 59 stitches from the previous 40 from round 10.
Row 11 ch 2, 2 dc in first stitch, dc in next 2 sts, 2 dc in next st, dc in next 2 stitches same all way round. Join in first dc of round 59 sts.
I have done it 6 times and still not working out.
Is the shallow post stitch front or back post?
